The Real Estate (Regulation and Development) Act, 2016 (RERA) is a central legislation enacted to protect home-buyer interests and ensure transparency in real estate transactions. Under RERA, every state established its own Regulatory Authority — for West Bengal, this is the West Bengal Real Estate Regulatory Authority (WBRERA).
RERA makes it mandatory for developers to register their real-estate projects (residential and commercial, on land ≥ 500 sqm or with ≥ 8 apartments) before advertising, marketing, or selling. It also imposes disclosure norms, dispute resolution mechanisms, and standardised sale-agreement templates.
For Kolkata buyers, the WBRERA portal is the single source of truth for verifying that a project is legally registered, the promoter is genuine, and the construction timeline is enforceable.

Locate the project on WBRERA
Visit the official West Bengal RERA portal at rera.wb.gov.in (WBRERA section) and search by project name, promoter name, or registration number.

Verify registration number format
A valid WBRERA number follows the format WBRERA/P/KOL/YYYY/NNNNNN where P = Project (vs Agent/Builder), KOL = Kolkata jurisdiction, YYYY = registration year.

Check promoter and approval status
Confirm the promoter (developer) name matches, and that the project status is "Registered" or "Active" - not "Suspended" or "Revoked".

Download sanctioned plans
RERA mandates developers upload sanctioned building plans, layout, and specifications. Download and verify these match what you were promised.

Verify possession timeline
The registration shows the declared completion date. If the developer misses it without valid cause, you are entitled to compensation.

Right to Information
Buyers have the right to receive verified project information including sanctioned plans, specifications, and approvals from the developer.
Right to Stage-Wise Disclosure
Developers must disclose stage-wise construction schedule, and any changes to sanctioned plans require written consent from two-thirds of buyers.
Right Against False Advertisement
If a developer makes false claims in advertisement, the buyer can demand a refund or replacement with interest at the prescribed rate.
Right to Possession on Time
Developers are liable to pay compensation for delay in possession. Buyers can claim monthly compensation per the sale agreement.
Right to Quality Construction
Developers must rectify any structural defects or poor workmanship brought to notice within 5 years, free of charge.
Right to Common Areas
Common areas, amenities, and facilities must be handed over to the Association of Allottees upon completion; the developer cannot retain them.
Right to Interest on Refunds
If the developer fails to deliver, buyers can withdraw and receive a refund with interest at the prescribed rate within 45 days.
